Programmers on Waterpoint are created at the administrators' discretion. Most people that ask will probably get one. It is strongly suggested that you hang around and get a feel for the place for a while and its population before asking for one.

How do I get more quota once I use mine up?
Ask a admin, such as Xythian. Grants of quota and initial quota are again, at the discretion of the administrators. If you are building good, quality things (topography/"VR" objects or generic/library code) then quota will not be a problem for you.
